Some of it helped a little. None of it fixed the thing.
That's not because you didn't try hard enough. It's because most fixes go after the visible problem, the department that looks broken, without knowing what's actually driving it. Fix the wrong thing well and the business still doesn't move. An operating system tells you what to install. This tells you what's actually broken first.
